I reached around level 42, 341 drivers in my company. Half of my garage slots are empty, because since months there are no drivers available for hiring in the job centers. Is there a limit in the game?

For a few days now I have had a garage in each city of the game. Unfortunately a good 1/3 is not provided with drivers, I have this message which appears: "There are no drivers available at the moment. Come back to see us tomorrow!
